The predecessor company of Capinfo Limited Company
("Capinfo"), namely, Capital Information Development
Company was established in January 1998, whose six shareholders
were the Beijing Finance Bureau Capital Administration Branch,
the Post and Telecom Data Network, Beijing Telecom Investments,
Beijing Sino-Sky, Beijing Cable Broadcasting and China Financial
Data Network. On December 21, 2001, Capinfo was successfully
listed at the Growth Enterprise Market of Stock Exchange
of Hong Kong Limited.
In the past five years, with the quality guideline
of creating a reliable online business environment and providing
quality network application services, Capinfo has practiced
the mode of BOO (BUILDING-OWNING-OPERATION), which is the
first attempt in China, and undertaken the building, operation
and maintenance of many major information-oriented projects
in Beijing, including Capital Public Information Platform(CPIP),
Beijing E-Government Private Network, Beijing Social Security

Capital Public Information
Platform
The capital public information platform£¨CPIP£© is the basic
platform for the informatization of Beijing. The part of
network in the platform, including e-Government and public
services, is designed, built, owned£¬operated and maintained
by Capinfo Company Limited. Various informatization application
systems of the Digital Beijing Project can realize information
exchange through such platform; meanwhile, the businesses
of G2G, G2B, G2C, B2B, B2C and C2C can also depend on this
platform to be developed.
CPIP covers 18 districts and counties of the Beijing city
and its local area wideband information network has realized
interconnections and links with several major network resources
and information resources, such as CHINANET, Beijing CATV
Network, China Education Network, China Science and Technology
Network and Xinhua Net.
Beijing E-Government Private Network
Beijing E-Government Private Network is constructed under
the order from the Beijing municipal government, which is
based on the Capital Public Information Platform with the
addition of some optical fiber instruments. It is a kind
of broad-band information network established among different
sections of the municipal government and all the district
and county governments, which realizes a high-speed connection
of the internal networks of the government affair relating
organs. The network aims at ensuring the information security
of the internal networks of all the state organs in Beijing,
meeting the demands of the states organs for broad band
networks, and avoiding repeated construction. The E-Government
Private Network is listed in the key construction programs
of Beijing in 2001 and 2002, which is constructed and operated
by the Capinfo Company Limited (hereinafter referred to
as the Capinfo).
1. Construction Aims
By the end of 2001, equipment of optical fiber network and
broad band access for the government will be finished with
coverage of eighteen district and county governments as
well as fifteen key commissions, offices, and bureaus (experimental
institutions in e-government), so as to offer a nice network
basis environment for the on-line examination and approval
of e-government.
By the end of 2002, broad band connection between the two
business-handling bureaus of the municipal committee and
government and all the state organs, courts as well as procuratorates
shall be finished. Meanwhile, it shall be interlinked with
institutions like libraries and archives offices so as to
enrich the information resources reservoir of Beijing government
affair.
By the end of 2005, a complete and high-speed broad band
government affair information private network will be constructed
covering the whole territory of the city, so as to offer

2. Construction Fruits
By the end of 2002, construction of the e-government private
network has finished the scheduled connection of the municipal
Committees of the CPC, Peopl's Congress, Political Consultative
Conference, Government and the institutions directly under
their leadership into a unified government affair information
platform. The optical cable is approximately 1,000 kilometers
in length and covers eight districts and ten suburban districts
and counties.
Applications based on the E-Government Private Network have
been carried out gradually. Operation systems already constructed
now include Confidential Communication Network of Beijing
CPC and Administrative State Organs, Beijing Investment
Programs Approval Platform, Credit Information System of
Beijing Enterprises, Beijing Electronic Documents Transmission
System, Rural Epidemic Disease Prevention and Control System
of Beijing, Beijing Public Security Golden Shield Network,
and Beijing Counting Information Operation Private Network
etc.

1) Overall planning and labor-dividing system is adopted

Community Services Information System
The flow of community services operation decides the basic
framework of the digital community services information
system. Thus it is of key importance. The Capinfo Company
imited (hereinafter referred to the Capinfo) has introduced
a community services solution based on a model of multi-communities
services call center in accordance with the community service
status and condition of different regions. As the most easily
acceptable information communication method to the community
residents, the calling center within the system acts as

Operation of Inviting Public Bidding for Medical Consuming
Materials
The Capinfo Company Limited (hereinafter referred to as
the Capinfo) has launched an on-line operation of inviting
public bidding for purchase of medical consuming materials
for 24 medical institutions of Beijing, which includes bidding
items for such medical equipments as one-off iatrical macromolecule
consuming materials, artificial crystalloid, artificial
arthrosis, cardio-pacemaker, and intervention treatment
consuming materials etc. Through incessant practice and
accumulation, the Capinfo has developed a "Capinfo
Platform of Inviting Public Bidding for Purchase of Medical
Consuming Materials" for the aforementioned operation.
This program includes information issuing of public bidding
invitation notice, downloading and enciphered uploading
of bidding documents on quoted prices, bidding assessment
system, price negotiation system, and purchase and sale
system etc., so as to provide the customers with professional
services.

prices
Quoted prices of the products are sensitive and crucial
through the bidding process, thus the secrecy of the bidding

Credit Management
the Beijing Credit Management Co., Ltd. (hereinafter referred
as Credit Company), which was jointly established by the
investors such as Beijing State-owned Assets Management
Co., Ltd. and Capinfo Company Limited (hereinafter referred
as Capinfo), is an agency of credit inspection and evaluation
supported by the municipal government.
Based on the scientific collection and processing on the
credit information, the Credit Company provides credit products

The construction of the middle level website of BOCOG is
the continuance of and improvement to website of BOBICO
and the primary website BOCOG, which has the functions of

Research on Multi-Lingual Information
Service System
The 2008 Olympic Games are scheduled to be held in Beijing,
by which time thousands of athletes, celebrities in the
sports circles, journalists, and millions of spectators
will gather together around, so much so that language will
become the bottleneck of communication. Thus tackling of
this problem has become the focus of the rest of the world.
Research on the multi-lingual information service system
aims at breaking through the language bottleneck bound to
protrude in the 2008 Olympic Games. The multi-lingual services
it aims to offer includes mainly the official languages
of the Unite Nations, namely Chinese, English, French and
Spanish etc., which is a giant intelligent information service
system based on broad band network and facing both within
and without the Olympic gymnasiums (including touring areas,
public places and business centers). It is also designed
to offer "Any One" and "Any Device"
intelligent multi-lingual information services at "Any
Time" and "Any Where", which include public
customers-oriented multi-lingual intelligent information
broadcast and explanation as well as Olympic participants-oriented
individual and intelligent multi-lingual information consultation.
The research panel is currently undertaking the research
on the general framework of the system of "Olympic
Games-oriented multi-lingual intelligent information network"
and the development of its experimenting system.
